The power plant is a location in the city in which Heavy Rain takes place. Although it is abandoned, the electrical capacitors inside still operate.
Ethan Mars visits the power plant to complete his second trial and get his next clue about Shaun's location. He must first crawl through a tunnel strewn with broken glass, then navigate a grid of electrical capacitors to receive another chip for his phone. He will fail the trial if the cuts from the glass or the shocks from the capacitors cause him more pain than he can handle, or if he walks through the door labelled "Coward" in the plant's capacitor room.
In "On the Loose," Madison Paige has pictures of the power plant on her phone. Ethan's car is visible in one of these photos, revealing that she followed Ethan to the second trial shortly after encountering him.

- According to the origami figure seen in "First Encounter," the power plant is located on Embarcadero Street.
- One of Madison's photos in "On the Loose" depicts Ethan entering the plant by climbing over a section of the wall. While he can enter the plant this way, it is also possible for him to enter the plant through a hole in the barbed wire fence; this could suggest that this was the intended route for players to follow, and the alternative route was added during development. The picture of an unconscious Ethan (taken during "The Nurse") also depicts him without any visible burn injuries.
